A man has been arrested at the US Capitol after he was found to smell like fuel, and police discovered a flare gun and torch on him.

A man who drove from Michigan and smelled of fuel was arrested at the U.S. Capitol with a manifesto, flare gun and blow torch, police and sources said.

Nov. 5 (UPI) -- Tours at the U.S. Capitol in Washington, D.C., were shut down Election Day after a man tried to enter the visitors' center with a torch, a flare gun and "smelling like fuel," according to Capitol Police, who took him into custody.

U.S. Capitol Police have arrested a man entering the Capitol Visitor Center who was seemingly doused in fuel and carrying a torch.
