Latest Plymouth plans include 'ambitious' new build

Plans for a new three storey building in Plymouth at a gateway site have been approved. The development comprises a hot food takeaway and launderette at ground floor and two residential at the first floor level.

The site occupies a prominent position on the corner of Wolseley Road and Fletemoor Road. The existing hand car wash site is to be largely unaffected by the scheme other than additional car parking and servicing facilities, which are to be provided on the forecourt.

The development seeks to utilise a difficult L-shaped plot adjacent to a former petrol filling station and turn it into a new high quality retail and residential building in St Budeaux.

A planning statement said: “The site had previous planning approval for a larger, mixed use retail and residential scheme in 2014 and the new 2024 proposals intend to provide a higher quality scheme in its replacement. The design has followed two pre-app submissions and developed upon them each time to meet the advice provided. This final scheme is an improvement in all areas.”

Approving the scheme, planning officers said the scheme was finely balanced. But they said the redevelopment of an untidy, brownfield site into a high quality building containing much needed housing on a prominent corner plot in a gateway location was important.

The report said: “The application presents an ambitious proposal to transform an untidy, brownfield site into a contemporary mixed use development adjacent to the Wolseley Road District Centre. The application fails to pass the sequential test in respect of the proposed hot food takeaway unit, and the residential apartments do not have access to outdoor amenity space. The application also fails to demonstrate how carbon emission savings will be reduced through onsite energy generation. Each of these concerns, either individually or cumulatively, could warrant refusal.

“However, given the location of the development on the edge of the District Centre, officers consider that the development of a small hot food takeaway is unlikely to affect the vitality and viability of the District Centre and other defined centres within the catchment area, and furthermore the development could have a positive impact through improving the appearance of the site and by providing residential dwellings.”
